Dit beleid is niet van toepassing op de Quarter mobiele applicatie, die over eigen juridische documentatie beschikt die rechtstreeks in de applicatie beschikbaar is.
Quarter verzamelt geen persoonsgegevens van bezoekers van zijn publieke websites. Er wordt geen IP-adres, tracking-cookie, gedragsanalysatietool of profileringsinstrument gebruikt op byquarter.be of de zonesites.
In het kader van professionele toegang tot Comm Access, Ssen en Ssen School worden strikt technische sessiecookies gebruikt. Deze cookies zijn onmisbaar voor de goede werking van de authenticatie en navigatie in de interfaces. De rechtsgrond voor deze verwerking is de uitvoering van de overeenkomst tussen Quarter en de professionele gebruiker, in de zin van artikel 6(1)(b) AVG. Ze worden niet gedeeld met derden en niet gebruikt voor analytische of reclamedoeleinden. Ze worden automatisch verwijderd bij het afsluiten van de sessie.
Quarter maakt geen gebruik van externe verwerkers voor de verwerking van persoonsgegevens in het kader van de door dit document gedekte diensten. Alle infrastructuur en software worden intern ontwikkeld en beheerd door Quarter en aktascorp.
Overeenkomstig de Algemene Verordening Gegevensbescherming (AVG — EU-Verordening 2016/679) heeft u de volgende rechten met betrekking tot uw persoonsgegevens:

Quarter behoudt zich het recht voor dit beleid op elk moment te wijzigen. De datum van bijwerking bovenaan dit document wordt systematisch bijgewerkt. Voortgezet gebruik van de diensten na een wijziging geldt als aanvaarding van de nieuwe versie.

In the context of professional access to Comm Access, Ssen and Ssen School, strictly technical session cookies are used. The legal basis for this processing is the performance of the contract between Quarter and the professional user, within the meaning of Article 6(1)(b) of the GDPR. They are not shared with third parties and are not used for analytical or advertising purposes. They are automatically deleted upon session closure.

Les présentes conditions générales d'utilisation (CGU) régissent l'accès et l'utilisation de l'ensemble des services numériques proposés par Quarter (ASBL), à l'exclusion de l'application mobile Quarter qui dispose de ses propres conditions. Elles s'adressent à toute personne utilisant l'un des services couverts, qu'il s'agisse d'un visiteur, d'un utilisateur professionnel ou d'un utilisateur de Somess.
Les présentes CGU s'appliquent aux services suivants :
Les sites byquarter.be et les sites de zones sont librement accessibles à tout visiteur sans création de compte. L'accès à Comm Access, Ssen et Ssen School est strictement réservé aux utilisateurs disposant d'identifiants fournis par Quarter. Tout accès non autorisé à ces plateformes est interdit et peut donner lieu à des poursuites.
Somess est accessible à toute personne souhaitant créer ou consulter un espace de partage anonyme, dans le respect des présentes CGU et des règles propres à la plateforme.
L'utilisation de Somess est soumise au respect absolu des règles suivantes. Tout contenu qui contrevient à ces règles sera supprimé sans préavis, et l'espace concerné pourra être désactivé :
La modération des contenus sur Somess est assurée en partie par des systèmes automatisés. Quarter se réserve le droit de supprimer tout contenu jugé contraire aux présentes règles, à sa seule discrétion.
L'ensemble des éléments constitutifs des services Quarter — à titre non exhaustif : identités visuelles, logotypes, typographies, contenus éditoriaux, logiciels, interfaces et architectures — sont la propriété exclusive de Quarter (ASBL) et/ou d'aktascorp. Toute reproduction, représentation, modification ou exploitation non autorisée de ces éléments est strictement interdite.
Les contenus publiés par les utilisateurs sur Somess restent la propriété de leurs auteurs. En les publiant, l'utilisateur accorde à Quarter une licence non exclusive et gratuite d'affichage dans le cadre du fonctionnement normal de la plateforme.
Les sites de zones publient des contenus éditoriaux rédigés par les équipes et ambassadeurs Quarter. Quarter s'engage à veiller à la fiabilité et à l'exactitude de ces informations dans la mesure du raisonnable. Toutefois, des inexactitudes involontaires ne peuvent être totalement exclues. Quarter ne saurait être tenu responsable de décisions prises par un utilisateur sur la base d'une information publiée sur ses sites, et se réserve le droit de corriger ou retirer tout contenu sans délai dès qu'une inexactitude est identifiée.
Quarter met tout en œuvre pour assurer la continuité de ses services. Néanmoins, des interruptions peuvent survenir pour des raisons de maintenance planifiée, de corrections techniques ou de circonstances indépendantes de la volonté de Quarter. Dans la mesure du possible, les utilisateurs professionnels de Comm Access, Ssen et Ssen School seront informés à l'avance de toute interruption planifiée. Quarter ne saurait être tenu responsable des conséquences d'une interruption temporaire de service.
Quarter se réserve le droit de suspendre ou révoquer l'accès à Comm Access, Ssen ou Ssen School dans les cas suivants :
En cas de révocation, les identifiants concernés sont immédiatement désactivés. Aucun remboursement ni indemnité ne peut être réclamé pour une révocation motivée par un manquement aux présentes CGU.
Quarter ne saurait être tenu responsable de dommages directs ou indirects résultant de l'utilisation ou de l'impossibilité d'accéder à ses services. S'agissant de Somess, Quarter ne saurait être tenu responsable des contenus publiés par des tiers, dès lors qu'il prend les mesures nécessaires à leur retrait dès qu'il en a connaissance.
Quarter se réserve le droit de modifier les présentes CGU à tout moment. Les utilisateurs professionnels (Comm Access, Ssen, Ssen School) seront informés de toute modification substantielle. L'utilisation continue des services vaut acceptation des CGU dans leur version en vigueur.
Les présentes CGU sont régies par le droit belge. Tout litige relatif à leur interprétation ou leur exécution relève de la compétence exclusive des tribunaux de l'arrondissement de Bruxelles, sauf disposition légale impérative contraire.
Deze algemene gebruiksvoorwaarden (AGV) regelen de toegang tot en het gebruik van alle digitale diensten aangeboden door Quarter (VZW), met uitzondering van de Quarter mobiele applicatie die over eigen voorwaarden beschikt. Ze zijn van toepassing op elke persoon die een van de gedekte diensten gebruikt, of het nu gaat om een bezoeker, een professionele gebruiker of een gebruiker van Somess.
Deze AGV zijn van toepassing op de volgende diensten:
De websites byquarter.be en de zonesites zijn vrij toegankelijk voor elke bezoeker zonder accountaanmaak. De toegang tot Comm Access, Ssen en Ssen School is strikt voorbehouden aan gebruikers met door Quarter verstrekte inloggegevens. Elke ongeautoriseerde toegang tot deze platforms is verboden en kan aanleiding geven tot vervolging.
Somess is toegankelijk voor iedereen die een anonieme gedeelde ruimte wil aanmaken of raadplegen, met inachtneming van deze AGV en de platformspecifieke regels.
Het gebruik van Somess is onderworpen aan de absolute naleving van de volgende regels. Alle inhoud die in strijd is met deze regels zal zonder voorafgaande kennisgeving worden verwijderd:
De moderatie van inhoud op Somess wordt gedeeltelijk uitgevoerd door geautomatiseerde systemen. Quarter behoudt zich het recht voor om naar eigen inzicht inhoud te verwijderen die in strijd is met deze regels.
Alle elementen van de Quarter-diensten — niet-uitputtend: visuele identiteiten, logo's, typografieën, redactionele inhoud, software, interfaces en architecturen — zijn het exclusieve eigendom van Quarter (VZW) en/of aktascorp. Ongeautoriseerde reproductie, weergave, wijziging of exploitatie van deze elementen is strikt verboden.
Door gebruikers op Somess gepubliceerde inhoud blijft eigendom van de auteurs. Door te publiceren verleent de gebruiker Quarter een niet-exclusieve en kosteloze licentie voor weergave in het kader van de normale werking van het platform.
De zonesites publiceren redactionele inhoud die is opgesteld door de teams en ambassadeurs van Quarter. Quarter streeft ernaar de betrouwbaarheid en juistheid van deze informatie in redelijke mate te waarborgen. Onopzettelijke onnauwkeurigheden kunnen echter niet volledig worden uitgesloten. Quarter kan niet aansprakelijk worden gesteld voor beslissingen genomen op basis van gepubliceerde informatie, en behoudt zich het recht voor om inhoud te corrigeren of te verwijderen zodra een onnauwkeurigheid wordt vastgesteld.
Quarter doet alles wat in zijn vermogen ligt om de continuïteit van zijn diensten te waarborgen. Toch kunnen onderbrekingen optreden wegens gepland onderhoud, technische correcties of omstandigheden buiten de wil van Quarter. Waar mogelijk worden professionele gebruikers van Comm Access, Ssen en Ssen School vooraf geïnformeerd over geplande onderbrekingen. Quarter kan niet aansprakelijk worden gesteld voor de gevolgen van een tijdelijke serviceonderbreking.
Quarter behoudt zich het recht voor de toegang tot Comm Access, Ssen of Ssen School te schorsen of in te trekken in de volgende gevallen:
Bij intrekking worden de betrokken inloggegevens onmiddellijk gedeactiveerd. Er kan geen terugbetaling of vergoeding worden gevorderd voor een intrekking die het gevolg is van een schending van deze AGV.
Quarter kan niet aansprakelijk worden gesteld voor directe of indirecte schade als gevolg van het gebruik of de onmogelijkheid om toegang te krijgen tot zijn diensten. Met betrekking tot Somess kan Quarter niet aansprakelijk worden gesteld voor door derden gepubliceerde inhoud, voor zover het de nodige maatregelen treft om deze te verwijderen zodra het hiervan kennis krijgt.
Quarter behoudt zich het recht voor deze AGV op elk moment te wijzigen. Professionele gebruikers (Comm Access, Ssen, Ssen School) zullen op de hoogte worden gesteld van elke wezenlijke wijziging. Voortgezet gebruik van de diensten geldt als aanvaarding van de AGV in de geldende versie.
Deze AGV worden beheerst door het Belgisch recht. Elk geschil over de interpretatie of uitvoering ervan valt onder de exclusieve bevoegdheid van de rechtbanken van het arrondissement Brussel, behoudens andersluidende dwingende wettelijke bepalingen.
These Terms of Service (ToS) govern access to and use of all digital services offered by Quarter (ASBL), excluding the Quarter mobile application which has its own terms. They apply to any person using one of the covered services, whether a visitor, a professional user, or a Somess user.
These ToS apply to the following services:
byquarter.be and zone sites are freely accessible to any visitor without account creation. Access to Comm Access, Ssen, and Ssen School is strictly reserved for users holding credentials issued by Quarter. Any unauthorised access to these platforms is prohibited and may result in legal proceedings.
Somess is accessible to anyone wishing to create or consult an anonymous shared space, subject to compliance with these ToS and the platform's specific rules.
Use of Somess is subject to absolute compliance with the following rules. Any content that violates these rules will be removed without notice, and the space concerned may be deactivated:
Content moderation on Somess is partly carried out by automated systems. Quarter reserves the right to remove any content deemed contrary to these rules, at its sole discretion.
All elements constituting the Quarter services — including but not limited to: visual identities, logos, typefaces, editorial content, software, interfaces and architectures — are the exclusive property of Quarter (ASBL) and/or aktascorp. Any unauthorised reproduction, representation, modification or exploitation of these elements is strictly prohibited.
Content published by users on Somess remains the property of its authors. By publishing, the user grants Quarter a non-exclusive, royalty-free licence to display the content within the normal operation of the platform.
Zone sites publish editorial content produced by Quarter teams and ambassadors. Quarter endeavours to ensure the reliability and accuracy of this information to a reasonable degree. However, unintentional inaccuracies cannot be entirely excluded. Quarter shall not be held liable for decisions made by a user based on information published on its sites, and reserves the right to correct or remove any content without delay upon identifying an inaccuracy.
Quarter makes every effort to ensure the continuity of its services. However, interruptions may occur due to planned maintenance, technical corrections, or circumstances beyond Quarter's control. Where possible, professional users of Comm Access, Ssen and Ssen School will be informed in advance of any planned interruption. Quarter shall not be held liable for the consequences of a temporary service interruption.
Quarter reserves the right to suspend or revoke access to Comm Access, Ssen or Ssen School in the following cases:
Upon revocation, the relevant credentials are immediately deactivated. No refund or compensation may be claimed for a revocation resulting from a breach of these ToS.
Quarter shall not be held liable for direct or indirect damages resulting from the use of or inability to access its services. With regard to Somess, Quarter shall not be held liable for content published by third parties, provided it takes the necessary steps to remove such content upon becoming aware of it.
Quarter reserves the right to amend these ToS at any time. Professional users (Comm Access, Ssen, Ssen School) will be notified of any material changes. Continued use of the services constitutes acceptance of the ToS in their current version.
These ToS are governed by Belgian law. Any dispute relating to their interpretation or enforcement falls under the exclusive jurisdiction of the courts of the Brussels district, unless otherwise required by mandatory legal provisions.
